Many agencies are just intermediaries: In the center of Cusco (especially around the Plaza de Armas), there are dozens of street vendors and informal or intermediary agencies. Often, they do not operate the tours directly but resell tickets to a main operator, charging you a high commission, or they offer suspiciously low prices only to cut the quality of service (poor guides, uncomfortable buses, or endless commercial stops).
