Best penguin experience is not Phillip island. Here is my recommendation:
1.St Kilda Pier ( free, less than 10km from the cbd) 2.sealife aquarium ( huge penguins and you can see them under water).
Make sure you have tramtracker and Google maps + a myki card with money to get around Melbourne and know when to expect Bus, Tram and Train arrival times.
